Psalm 146 through Psalm 150 start with Praise ye the Lord.  It’s easy to praise the Lord when he has done something good for you and you want others to know about it.  It’s another matter to praise him when things aren’t going so well.  The command to praise the Lord is not affected by your circumstances.  You are to praise the Lord regardless.

Moses and Israel praised the Lord after Pharaoh and the Egyptians were drowned in the Red Sea.  Ex 15:1.

We are going to praise the Lord in heaven when we are gathered around the throne of God.  Rev 15:9

Jesus Christ sang a hymn with his disciples before going to the garden of Gethsemane for the darkest night of his life.  Matt 26:30

Paul and Silas sang praises to the Lord when they were locked up in a prison cell after being unjustly beaten.  Acts 16:25

God is worthy of our praise despite our circumstances.  Praise ye the Lord no matter the conditions.  Things are going to work out.  They always do.
